PictureDavid H. Baker has been practicing law in Washington, D.C. for over 35 years, focusing on the areas of safety law and transportation law. He regularly represents clients before the U.S. Consumer Product Safety Commission and the Department of Transportation. His clients include national trade associations, Fortune 500 corporations and privately held companies. Representative clients include the Lighter Association; Plastic Shipping Container Institute; Sports Card Association; The Art and Creative Institute; Tobacco Industry Testing Laboratory; Writing Instrument Manufacturers Association; BIC Corporation; Dorel Juvenile Products; EKO North America; HoMedics; Swedish Match; Zippo Manufacturing.

In the product safety area, Mr. Baker has been lead counsel for industry in five rulemakings before the CPSC and regularly represents clients before the CPSC in Section 15 reporting cases, recall actions and civil penalty proceedings. He also regularly appears before Health Canada/Sante Canada on behalf of manufacturers of regulated products in that country.

In the transportation area, Mr. Baker regularly appears before the Pipeline and Hazardous Materials Safety Administration (“PHMSA”). He provides assistance to companies that offer, ship or transport hazardous materials, including obtaining special permits and approvals for explosive, flammable and toxic materials. He also represents manufacturers of UN packaging on special permits and letters of interpretation before PHMSA. He also represents companies in regard to inspections, exit briefings and civil penalty matters before PHMSA. Mr. Baker has served as counsel to several industry groups on rulemaking proceedings before PHMSA.

Mr. Baker previously served as the Executive Partner in the Washington, D.C. office of an AM LAW 50 law firm and on the Executive Committee of an AM LAW 200 law firm. In 2006, he decided to pursue a career goal of establishing his own firm focused on safety law.
